The Jammu and Kashmir Legislative Assembly will discuss seven private members’ resolutions on October 29 during the autumn session. This follows a total of 55 submissions made by various legislators. The selection process saw resolutions from different parties, with three from BJP, two from National Conference (NC), and one each from Congress and an Independent member.
Among the selected resolutions, two directly address the humanitarian needs arising from recent natural disasters. These pertain to the relief and rehabilitation efforts for families affected by severe flash floods and landslides. Another prominent resolution calls for the regularization of daily wage workers in government departments.
BJP MLA Pawan Kumar Gupta from Udhampur West has moved a significant resolution urging the government to implement immediate measures for relief and rehabilitation of those impacted by the floods and landslides. His proposal emphasizes the need for assistance from the Union Government under the National Disaster Relief Fund (NDRF). Gupta stated, “This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families.” This resolution holds Serial No. 3 in the lineup.
Another noteworthy resolution from BJP MLA Balwant Singh Mankotia of Chenani seeks land allotment for families who lost property due to the floods in August 2025. He proposed that “10 Marlas of land be allotted for construction of residential houses and cattle sheds for affected families.” This proposal is listed at Serial No. 7.
The National Conference’s Ajaz Jan, MLA from Poonch, advocates for regularization of daily wagers in his resolution at Serial No. 6. This resolution calls for establishing clear eligibility criteria that considers both service duration and performance.
Dr. Syed Bashir Ahmed Shah (Veeri), another NC legislator, has suggested a resolution aimed at creating job opportunities for youth in both public and private sectors. This initiative promotes agro-based industries as a pathway for sustainable employment.
At the forefront of the resolutions, Serial No. 1 is Congress MLA Nizam-ud-Din Bhat’s proposal for establishing a National Law University in Srinagar. Bhat emphasized the urgency by stating, “This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay, as funds for the first phase have already been provided.”
BJP MLA Rajeev Kumar Bhagat from Bishnah submitted a resolution at Serial No. 4 that focuses on revitalizing irrigation infrastructure across the Union Territory. This resolution calls on the government to optimize canal networks, ensuring reliable irrigation water and support for farmers to enhance agricultural productivity.
Additionally, the Independent MLA from Thannamandi in Rajouri district has proposed a resolution emphasizing the implementation of the J&K Panchayati Raj Rules, which is listed at Serial No. 5. His resolution posits, “This House resolves to implement Rule 49 of the J&K Panchayati Raj Rules, 1996, and Government Order No. 267-RD&PR of 2019 in letter and spirit.” It seeks to restrict contract allotments up to ₹3 lakh to be executed through Halqa Panchayats.
The Assembly reconvened on October 23, initially focusing only on obituary references. After a recess from October 24 to 26, the House is set to resume its discussions on Monday, with private members’ resolutions scheduled for Wednesday. The current session will conclude on Friday.
Interestingly, none of the three PDP MLAs secured any resolutions in the selection process.
